The Board of County Commissioners of the County of Delta, State of Colorado (hereinafter referred to as “the County”) is soliciting proposals to receive competitive bid proposals from qualified planning individuals and consultant teams (hereinafter referred to in the singular as “consultant”) who are interested in carrying out a Delta County Recreation Master Trails Plan. A Plan will assist the Board of County Commissioners and Planning Commission, to gauge the direction that citizens and various stakeholders within the community would like to see the County move in. Delta County desires to obtain a qualified consultant, or team of consultants, to facilitate a comprehensive public process and prepare a Recreation Master Trails Plan. The process for the Plan Update will be a bottom up/citizen driven effort which will be critical to its success and will ensure that the final document reflects the desired vision for the Delta County community as determined by citizens, developers, land owners, appointed and elected officials, and other stakeholders, through community participation.
Bid specifications and County bid forms may be picked up at the Delta County Attorney’s Office, 320 West 5th Street, Delta, Colorado 81416 from 8:00 a.m. until 5:00 p.m. Monday through Friday, excluding lunch times between noon and 1:00 p.m. and legally recognized holidays. Bidders may also obtain bidding documents through this website (see link on this page). Anyone who receives the RFP from this website must also contact Brad Lewis at (970) 874-2080 or email blewis@deltacounty.com to be notified of any changes and receive additional information IF such becomes available. Bids must be submitted on County forms. Any additional information may be attached.
All bids shall be marked “RECREATION MASTER TRAILS PLAN” on the face of the envelope and hand delivered or mailed to the County Attorney’s Office, 320 West 5th Street, Delta, CO, 81416, no later than 10:00 a.m. on March 31, 2017. Bids received after this time WILL NOT BE ACCEPTED. Bids will be publicly opened on March 31, 2017 at 10:30 a.m., at the Delta County Courthouse, 501 Palmer St., Room 234, Delta Colorado, and thereafter submitted to the appropriate group for review. Bids will be presented to the Delta County Commissioners for consideration at a regularly scheduled Commissioners Meeting.
The County reserves the right to reject any and all bids; to change, add, or amend the specifications; to waive any informalities; to accept the bid which, in its judgment, best serves the interest of the County.
