FAQ: Why are commissioners elected at large?

A: It’s a Colorado state law:

In 2014, then Sen. Ellen Roberts, and then Rep. Don Coram carried a bill to change the law for communities with less than 70,000 residents. Coram’s now in the Senate, but would need a Democrat from the House if he were interested in trying again.
